The framework

Readiness, made measurable.

PIRF — the Pontario Institutional Readiness Framework — scores six dimensions of an institution's readiness from 1 to 4, and benchmarks you against institutions like yours.

A shared language for readiness.

You can't improve what you can't measure. PIRF gives the sector a shared language for readiness — so an institution can see exactly where it stands, what it's worth, and what to do next.

The maturity scale

Four levels, from Nascent to Leading.

1 · Nascent

Bespoke and manual; it works because specific people make it work.

2 · Developing

Some structure, but it strains under growth and can't prove much.

3 · Established

Repeatable, visible, measured; ready to scale deliberately.

4 · Leading

Adaptive, provable, connected; stronger as it grows.

How scoring works

Scored, then benchmarked.

Each dimension is scored 1–4 from what an institution shares in a structured review. The scores combine into a single readiness index and a profile — then benchmarked against institutions of similar type and stage, so the number means something.

Why a framework matters

A standard is what makes a category real.

Frameworks change how a market thinks. PIRF turns "are we any good?" — a matter of opinion — into "where do we stand on six dimensions?" — a matter of evidence. That shift is the point.
